A neighbourhood renewal project aims to upgrade the quality of older HDB estates while keeping established communities intact. The design process involves actively engaging residents in shaping their neighbourhood through public consultation.

The composition of the Cambridge Owen NRP entails an improved accessibility between HDB blocks and their neighbouring facilities , and a revitalisation of community life and interaction. This includes drop-off porches along roads and carparks, bicycle sheds and covered linkways. Vibrant recreational facilities such as an activity plaza, gardens and pavilions are introduced to encourage a closer-knit neighbourhood.
